I am looking to create a tiny system tray utility for Windows that regularly checks a web service for updates. The app will need to pass the user’s login information to the web service and to display a notification of relevant updates/news that were returned by the web service.
Here’s what I need:

Does anyone know how to go about doing this? I don’t really care if this will be written in VB/C#/C++/.NET.
I already have it working for Mac users as a Dashboard item for OS-X Tiger and I would really like to have a Windows version as well.
